What exactly do you mean by 'share a drive'? Do you mean Dual booting? OS X can dual boot with windows. There are guides on how to do this.

If you mean you can't see a windows drive in OS X, yes you can. You just have to mount the NTFS drive.

If you mean you can't connect to a network drive, Sure you can. OS X comes with samba. Go -> Connect to server -> smb://servername"
